That case , Change the threat title since it only mention Dawn's character development.
Among Female character , May is the most developed character.
Considering that she start off as complete novice , She become much better and stronger.

While , Dawn was the 2nd most develop female character of the series specially considering the Wallace Cup arc.
She by far the only traveling companion who's worthy of calling A Co-star.
No other girl manage to partner up with Ash that goodly as Dawn.

These two girl gained more development then any other girl in the series.
However , If we consider character dynamic and entertainment then Misty took the 1st spot.
She is the type of stereotype Ash needed as a traveling companion.
