Yes, if you can get it on to Ruby or Sapphire by trading then migrate to Diamond or Pearl.

Well, since the Pokemon data is in a different format between Generations II and III, it is impossible to trade Pokémon from G/S/C to R/S/E. So there is no way to get your G/S/C Pokémon onto D/P/P.

The Pokemon that appears everyday is random. But if you save in front of him, you can turn the game on and off until he tells you Castform is in the garden.

Shiny Palkia

I am at the point in my game where I meet Palkia and really want a shiny one so I saved it right before I talk to it. However, some people say that you had to have saved it before you battle the commanders and Cyrus to be a shiny but some people say you don't. So am I wasting my time soft reseting or is it still possible for the Palkia to be shiny even though I saved it after the two battles?

I'm pretty darn sure that you can save after the 2 battles.
