What I meant was if you haven't seen a Pokemon, you can't get it on the GTS?
 
If you haven't ever seen it, then you can't request it.

If you have seen it or if you have caught the Pokémon before, you can request it from the GTS.
 
Is it possible for me to get Shaymin? Or was it just an event Pokemon? (Not that I properly know what an event Pokemon is!)
 
You don't know what an event Pokemon is?!?! It's a Pokemon you get at a Nintendo event, like the Gamestop Deoxys, or the Darkrai from Toys 'R' Us!

I see them mentioned often here but I don't know anything else about them other than the names.
 
Since your question is yet to be answered, shaymin is not yet obtainable. It will be released either in platinum or in pokemon ranger battonage.

Also, how does Dragon Pulse rate, as an attack? I'm debating wether to teach it to my Dialga.

It depends. It's a Dragon attack, meaning it hits little for SE. On the upside, it's resisted only by Steel, and there are plenty of Dragons who you'll want to hit in Ubers.

Of course, it's overshadowed a bit by Draco Meteor, but if you're trying to pull off a sweep, Dragon Pulse can be used in tandem with it.

SE means getting a super-effective hit, and you don't need to worry yourself about "Ubers" quite yet. As for one-hit KOs, it depends on the opponent and your Dialga's stats + nature.

I'd say definitely keep Dragon Pulse. I use it a lot.
As a good moveset for your Dialga, I'd go with Dragon Pulse, Roar of Time, Dialga's signature steel move (metal claw, I think), and Earth Power.
As for 1-Hit KO's, it really depends on Dialga's level, stats, who it's battling, their type, their stats, their level, etc.
 
That's a terrible moveset. Roar of Time is a horrible move, as are almost all Steel moves. As for Earth Power, pretty much nothing in Ubers is hit by that, outside of Metagross (who is hit harder by Fire Blast).

...Sadly, no, since you have to fish at exact tiles which are set at random. :\ Unless you mean where the water is, which I can't exactly help you with (except pointing out that the water is in Mt. Coronet near the path taken to Dia/Pal).

Attacks have HP!?? Because it forces you to just sit there for an extra turn, so it only averages out to the same as a 75-power attack each turn. Thus, you're better off just using a move such as Dragon Pulse each turn.

All Hyper Beam-type moves do. When you use them, you're left a sitting duck to recharge, while they can send in someone to OHKO you. Not to mention, when you do the math, you're dealing a measly 75 damage per turn.

Not really. Let's look at the types that resist Steel:

Fire
Water
Electric
Steel

All very common types. As to what it hits SE:

Rock
Ice

None of these are types worth the bother of packing a Steel move for.
