Did Jan from The Pi-Kahuna Become Puka? A Hidden Pokémon Mystery!

Hey Pokémon fans, I've been thinking about something strange from the episode The Pi-Kahuna in season 2, and I don't know why this theory isn't more widely discussed! I searched Pokémon forums and couldn't find anyone discussing this theory. No one seems to have connected the dots, even though all the clues are right there!

-We know that Jan, the legendary surfer, disappeared after conquering Humungadunga. Years later, Victor found Puka, a Pikachu with blue eyes, wave-sensing abilities, and a strange glow when detecting big waves. something no other Pikachu does. But there are some weird connections between Jan and Puka that make me think this might have originally been a Pokémon-human transformation story that got toned down.
-Puka doesn't use any Electric-type attacks, unlike Ash's Pikachu, who immediately tried shocking Team Rocket. Was he physically unable to produce electricity?
-He has noticeable wrinkles and looks much older than any other Pikachu, which fits with Jan being 40 years old when he disappeared and puka lived with Victor for 20 years. If Puka really is Jan, his aged appearance could reflect the life he had before transforming.
-He can sense waves just like Jan did, a skill that seems far beyond normal Pikachu abilities.
-Puka stands on the exact same rock where Jan once watched the waves, gazing at the ocean in the same way. Almost as if he's remembering or waiting for something…
-Team Rocket mentioned that Gyarados breed around Seafoam Island at that time of year. Could Gyarados have a hidden ability that transforms humans under certain conditions? Or was there another mysterious sea Pokémon responsible for Jan's transformation?
-Puka was found floating on a surfboard, just like Jan would have been if he got lost at sea.

For the record, I'm not some hardcore Pokémon lore expert just someone who noticed this weird connection and couldn't shake the feeling that something deeper was originally planned.
All these details feel too connected to be a coincidence. Maybe the original plan for the episode was to reveal that Jan had become Puka, but they changed direction at the last minute to keep the story more grounded.

I'd like to know what you all think? Could Jan have been turned into Puka by a Gyarados with a hidden power or another mysterious sea Pokémon? Or was Puka just a rare Pikachu with some unique traits?

I could buy Puka being a reincarnation of Jan, I certainly don't think that a gyarados or something similar randomly turned him into a Pikachu. I think the implication is that Jan drowned out there.
