Disabled sig link leads to old rules

When a signature is disabled, there's a link in the orange sig-reason-banner that will lead you to this thread: https://www.pokecommunity.com/posts/6292982

I have a feeling it should be replaced by a link to this thread instead: https://www.pokecommunity.com/threads/267370

Whoops. Looks like it was just an oversight when the new rules thread was put into place.
