The animations in ORAS seem awfully rushed

Maxie's losing animation (while hilarious) seems very sped-up
Team Magma's arms and legs don't bend

Also, on Southern Island, where you pick up Lati@s, there's a spelling error where a Team Magma Grunt says

"But that enviably unruffled-looking fellow [Steven] there with him..."

even when you're playing as May

Don't know about that being rushed; if anything, they did more animation in relation to time than they needed to. To me it looks like he tidies himself up at that speed for the comedic effect, as if he thinks we wouldn't have time to notice it. In fact, it would be pretty tedious if it played at any slower speed than it does.
Team Magma's arms and legs don't bend
It's how they've chosen to convey Team Magma's militaristic attitude. They stand and walk like tin soldiers, basically. In contrast, Team Aqua grunts are posed exaggeratingly sluggishly and casually. What WOULD have been signs of rushed animation would be if both teams used the same animations as generic NPCs (even though even the generic NPCs do have separate animation sets). Fortunately the opposite seems to have shown to be true, so no idea where you're getting that impression.
