Nah, it's not like that. There's a difference between a free game and a free-to-play game. They have different implications- largely in that the latter implies payment in some form (which the game will generally try to goad or promote, but is never required to keep playing), while the latter is just free.

People are a lot more likely to jump at a free game than they are a free-to-play.
