No. I never noticed that. I kinda thought it's like the gyms in R/S/E where you need to beat the gym leader to get things happening.

Well, I don't do, although I once skipped Sabrina and Brawly in FireRed and Tuby respectively. Brawly becasue he is overleveled. Sabrina, well, XD.

I never knew that you could skip the Pokemon gyms, but no, I never did skip them because they were so easy.
