I usually only use them when I'm chaining, or when I try to get somewhere quickly, like through caves. Personally I only use Super Repels, as it's cheaper
 
only use when legendary Pokémon are near.
 
See, I don't have a system for using repels is not so concrete.
I keep a bunch of them on hand (Actually, I get loads of them from my PokéWalker), and when I start to FILL WITH RAGE whenever I run into wild Pokémon, it's time to break out the repels.
It doesn't happen much, but in places like caves (ZUBATS ZUBATS EVERYWHERE OH GOD) and some sea routes, they tend to see the light of day.
And when I'm on my way to fight the Big Bad. Then I just don't want to lose my HP or waste my giant stash of Leppa Berries.
 
Yes. Definately. Wild pokemon are annoying as hell. The funny thing is, I was using a Repel in my friend's FireRed when I was going through Diglett's Cave, and suddenly, the Repel wore off. But I thought "Meh, there are only a few steps remaining, so I don't feel like wasting another Repel.."

Five steps later, a shiny Diglett appeared.

Hell yeah.
 
Right now I use them forward, backwards, and sideways. At least 75% of the money I make goes into buying them! I have a full pokedex, and don't feel like being bothered by level 10 bidoofs
 
When I need to get somewhere and don't feel like dealing with the annoyance of encountering a pokemon I will use one.
 
I use repels when I'm either

A. Annoyed by the appearance of wild pokemon.
B. Not training something in that level area. (No lv.5 zubats for my lv.50 Pikachu. >.<)
or
C. In a hurry.
