5th Gen don't have the right pokemon for fly

    hello, i want to fly back to the desert because im at the point at the story that i have to find the legendary pokemon,
    but i dont have the right pokemon with me. does anyone know where i can find a flying pokemon near the tower?
     
    I presume you're at Dragonspiral Tower if I'm right?

    Given it's winter at the moment in your game (likely what I'm assuming), you'll likely have to run all the way back to Twist Mountain and catch yourself a Woobat if you need a quick Fly slave. They are a common encounter so it won't be too hard to find.
