Copy and paste your base into GIMP.
Duplicate the image and set the copy on top to Overlay, 100%.
Duplicate it again and set this layer to Screen, 100%.
Create a new fill layer and use the paint bucket tool to fill it with #f4ffff (this colour) and set that layer to multiply.
Now right click on any of the layers and click "flatten image". (turns your image into a single layer.)
Go to Colors -> Hue/Saturation. Set Overlap to 100% and raise the saturation level as you see fit. DO NOT TOUCH "HUE" OR "LIGHTNESS".
