i would have to say lugia since i mean cmon the damn thing can talk :P

i agree dragonite is pretty cool i mean cmon its original name (kairyu) literally means sea-dragon. and its supposed to be like the king of the sea or something and helps people lost out there an such :P

You know I could have swore that the king of the sea was Manaphy...maybe because it says that on its movie?

firstly thats the point it cant really talk but its powerful enough to speak in mind.

also correction kyogre is supposed to be somewhat of a "god" of the sea, since their legend goes that groudon and kyogre spawned and groudon created the land and kyogre created the oceans, lakes, and seas.

well that could be true now, but you know how they always change things around in the pokemon mythology :P
for example: D/P/Pt they talk of space and time and spirit being created, but suddenly groudon and kyogre mean nothing lol.
 
Kyogre should have a personality as it's a 'god' in a way, but the only real Pokemon you would expect with a personality would probably be Dragonite or Charizard.

Yeah, Ash's Charizard from the show (like.. 10 years ago?) actually seemed like it had the most personality of all of his pokemon, because it was stubborn, among other things.
