Well, he doesn't have National Dex yet. If he can't accept Dragonite yet because of his lack of the ND, can he trade you for your Shiny Gallade?

But Gallade isn't in the Sinnoh dex, either. You see, ALL of the new Evolutions, other than Roserade, Weavile, Ambipom, Mismagius, Honchkrow are NOT in the Sinnoh Dex, same thing with Rotom, Heatran, Regigigas, Girantina, Cresselia, Darkrai, Shaymin, and Arceus. They're new Pokemon, but they're not in the Sinnoh Dex. All of the New Preevolutions are, though.
