How can I check and know eevee's happiness? When will I know his happiness stat is high enough to level up and evolve into umbreon?

Check with the girl in Goldenrod. She'll tell you if your Pokemon "can't possibly love you more than it already does"; when she says something similar to that, it'll evolve next level at night-time.
