black marsh wouldn't work seeing as how it's uninhabitable to anyone who isn't an argonian due to the extremely toxic environment. unless they go full oblivion and rape the lore. akavir would be the most interesting.

Black Marsh could absolutely work. The same thing you said about Black Marsh has also been used to describe Morrowind and even Skyrim, to a lesser extent.

"Dark elves, also known as Dunmer, are natives of Morrowind - a land many consider alien and inhospitable." -Skyrim loading screen

Black Marsh is basically impossible to invade, but as long as the player character is introduced in a way that means they would be allowed in, the only thing they should have to do is be careful around swamps and treat the occasional (By which I mean at least daily) disease.
 
FIRST of all, you're basing that on a fucking skyrim loading screen. SECOND of all that's after the eruption of red mountain. THIRD of all you're underestimating the toxicity of black marsh. both the air and water is highly poisonous and many foreigners have tried to cultivate and migrate to black marsh and all ending in complete failure and death.

daily disease? try 50 different diseases all at once while suffocating as soon as you stepped out of your boat/outpost.
 
Ya think that they'll ever make an Elder Scrolls game that takes place on one of the other continents or are we always gonna be in Tamriel? Not like Tamriel is bad, but it might be nice to explore a part of Akavir or Atmora sometime.

You are grossly overestimating the dangers of Black Marsh.

It's not as if you die just by stepping into Black Marsh if you're not an argonian. Yeah, it's not possible to farm or have many animals survive in Black Marsh, but the other races are perfectly capable of existing there as long as they have a way to survive the crocodiles, monsters and diseases that are the real dangers. If it's impossible to go outside in Black Marsh without dying, how did the Eternal Champion or the Soulless One/Vestige do so? They can be argonians, but if not, they're still able to got into and out of the place with few ill effects. The idea that Black Marsh is totally inhospitable mainly comes from the people who have tried invading it. The conditions are bad, but survivable. Add that with the impeccable prowess of argonians in guerrilla warfare, and you can likely see why many would believe walking into an active volcano is safer than Argonia.

However, so long as the player character isn't leading an entire army into Black Marsh and trying to destroy the place, and seeing as they'll likely be saving it from some as-of-yet unknown threat, it's likely that the argonians will aid them in adjusting to the more potent parts of the geography.

Besides, if the gameplay was that interested in realistically utilizing diseases, why could the Nerevarine survive the corpus disease as long as they wanted?
