Right now I have the most current version of Pokemon essentials. I was wondering, is it worth it to drop back down to version 17.2 in order to utilize the elite battle system?

Also will I be able to maintain my game data?

But there are not so much moves to be animated. For example, Waterfall and Dive still use the animation of Water Gun. So could you animated more and more more. (Sorry, I'm not good at coding).

If you consider that there are over 700 moves in Essentials atm; and it takes me on average 4hrs to design, implement and test a single move animation ... which is over 2800 hrs worth of work ... around 117 days (of 24hrs continued per day) ... I would recommend you not hold your breath to see EBDX move animations any time soon. Feel free to use the Essentials Animation Editor to make your move animations without having to code anything.
