Hes talking about the package the game comes in. And I do so believe it comes with a Pokewalker.

I'm not sure where he got the size reference then, because all of the ones that I've seen on the internet are fan-made English boxes by taking the Japanese boxes and editing them :p ... and it obviously fits into those lol ^^

As they're "display only" cases, and its quite obvious that those wouldn't be the final package; I highly doubt the English version won't have the Pokewalker. :D

There's your answer. Incredibly unlikely they won't include the PokeWalker with HG/SS outside of Japan, have to say. They'll be able to fit it in, no worries.
