No you cannot. nintendo blocks the IP address so there is no way to even connect to wifi using an emulator.

There are programs you can download so you can trade between emulators on your computer, however. I don't know what they are for DS, but I know where to find the link for the Visual Boy Advance.

You cant. its not possible to trade between ds and pc. its not possible, they said so on their forum

Anyways, the rules mention that emulator Pokemon are not allowed. I'm operating on the principle that ROMs and emulators are illegal. They hurt sales. Please buy the game. :(
