4th Gen EV Trained Jigglypuff (Is this possible?)

So my friend sent over an EV trained Jigglypuff. He told me that he'll show me his method if I ask, but I was tired at the time. He EV trained it in Attack, and HP. Anyways, here are it's stats.

Jigglypuff (Nickname: Thoth)
Female
Adamant Nature
HP: 427
ATK: 207
Defense: 48
Sp. Atk: 110
Sp. Def: 80
Speed: 59

Moves: Substitute, Thunder Wave, Return, Shadow Ball

I didn't know a Jigglypuff could get that much HP at level 100!

Blissey gets over 700 HP if it has the right training ;)

It can actually get more than that. It's max HP (given it's EV trained) is 434.

Seeing as though it's the 1st evolution form, I was pretty shocked. I mean, for a small cute little Jigglypuff, that's alot of HP. And I know, Blissey is the best HP pokemon. And second is Chansey. :3
