Question: EV Training

So I went to the trouble of breeding a tonne of Scyther eggs on Pokemon HG to get a good nature/ability Scizor. The Scizor is a Impish nature (+ Defense, -Sp Attack) and Technician ability. My question is, To my knowledge 4 specific EV's = Plus 1 stat depending on the wild Pokemon. When I started EV training my Scizor in Pokemon White against Route 1 Lilipups and Patrats its attack stat was shore as hell not going up by plus 1 per 4 Pokemon killed even with it holding the macho brace.... I have killed 30 Lilpups/Patrats so far = 60 Attack EV's (with macho brace), so its attack should have gone up by 15 points but it has only gone up 6 points... Is the 4 to 1 EV ratio variable depending on the specific Pokemon nature? etc.. or will the extra EV's show up when leveled up?

This is your answer. EVs do not turn into stat points straightaway, but do so gradually when levelling up.
