Ok, I am -finally- at the E4 and I just lost to Lance's Dragonite (I am surprised I even GOT there). Can someone please tell me where the TM for Ice Beam is? Thanks!

if you have the vs seeker and a pokemon that can learn ice beam, you should be ok.

Water gun, you already have Surf. Don't have two moves of the same kind if one is notably worse than the other.
