Evil teams!

There are many evil pokemon teams. Team Rocket, just to name one. but how were they made? Did the leader decide to get randomers? Did the leader choose some friends to help them? It's time to discuss!

• Was the current leader of the team the leader from the beginning?

What's the point of evil teams anyway?
Rule the world? Destroy the world? Run after us during the whole game?
And you said Team Rocket, I mean those guys kinda failed, even when Giovanni tried to start the team again he failed and quited. (You can see that in Celebi's event, which to be honest left me SO confused you can't even imagine).

Here's how Team Galactic started:
When Cyrus was growing up in Sunyshore, he was a very intelligent student, but spent most of his time with machines rather than people and Pokemon. He also felt rejected because he felt that he couldn't live up to his parents' expectations. Some time after that, he came up with the philosophy that emotions and spirit were the cause of strife (conflict) in the world, so he created Team Galactic and set his plan on controlling Dialga and Palkia in order to destroy the world, then recreate it in his own image (a world without emotion).

I think Team Rocket may have had some leaders before Giovanni, because of their mafia setup, but most of the other teams started out with the leaders they had now- except Plasma. Plasma seemed to have some sort of royal hierarchy going on, so I think they might have had a previous leader, too...Maybe we'll find out in B2W2.

Team Rocket is one of the easiest to explain, probably. It's a Mafia, right? Which means it was started by, most likely, a small family who gained a lot of social standing and status, and as that family grew, so did their social status. They took over a Casino and used that to gain money. As the family grew, so did their enemies, so they need to hire body guards.
Eventually the family spread out, and there were members of this group not actually part of the original family, so they decided to call themselves a group- Team Rocket.
Also remember that Giovanni's Mother was canonically, the last Team Rocket Leader which supports the idea that it's based around a family set up running it.

Team Aqua and Magma are also somewhat easy to explain- they were mostly likely well-meaning pro-environmental groups at first, but the originally leaders moved on, and then Archie and Maxine took over, who're both environmental extremists.
However, it could also be that they were ONE sole Environmental group, however one half of the group favoured land expansion to give land-based Pokémon a large habitat to live in, but the other half favoured attempting to expand the sea to give sea Pokémon a bigger habitat, and the group split into two- team Aqua and Magma- and got the new leaders Maxine and Archie.

I don't think Rockets were a mafia more or less a criminal organization bent on making money and stealing POKeMON for reasons that are beyond me.

Rockets creation I can imagine budded for one reasons.

To steal the strongest POKeMON which in turn, after winning battles, would acquire money from their unfair victories.

I personally don't think Team Rocket is a Mafia setup, but I don't really see any other things to explain it.

Kidding. I would think they start with a smaller group of people who agree on a specific idea. Then, by making a nice choice of words, you can easily trick someone into agreeing with that idea as well... And then it either sinks or swims from there~

Kind of like Hitler I think. He didn't necessarily gather support by saying "Hey I'm going to do evil things so follow me", he found common ground with goals first and escalated from there.

Madame Boss is the old leader of team rocket before Giovanni takes place if my memory serves me right. It is a criminal organization team but I too don't think it's a Mafia setup or whatever.
