Explanation needed

    Why is it that in Gen V they made a move (Flame charge) which is really just a weakened version of another attack from earlier generations(Flame wheel)

    Can someone tell me the difference please.
     
    Flame Charge increases the Speed of the user upon usage. Whereas Flame Wheel thaws the user out if frozen and has a %10 chance of inflicting a Burn. So is it weakened because the base power is only different by 10 you can be the judge of that. Or will you weigh the abilities it presents.

    Also, different Pokemon can learn them. For example, Growlithe can learn Flame Wheel but not Flame Charge, while Victini is the opposite.

    Finally, Flame Charge is offered as a TM, so many more Pokemon can learn it than Flame Wheel. :3

    IIRC, Growlithe can learn Flame Charge, but not by level up. It learns it from a TM, along with a lot of Fire Pokemon. Flame Wheel also has less distribution than Flame Charge.

    This is a theory of mine: when performing both attacks, Flame Charge expends more energy than Flame Wheel does. Part of Flame Charge's energy goes into the attack itself, while the extra energy boosts its Speed, resulting in Flame Charge having less power than Flame Wheel.
