4th Gen extreme speed dratini

i am at there i ahev tryed lots of different combinations and he wont give me a dratini extreme speed or normal dratini do you have to catch lugia first i need help

I have a Dratini (now Dragonair) that has ExtremeSpeed, but I got it from a friend. I don't know what he did to get it, but apparently it took him awhile...

I'm pretty sure when your quizzed on how good a trainer you are in the dragon den by the elder dude you have to answer all the questions perfectly (Aka in a goody two shoes I <3 my pokemon way) without answering anything wrong. If you ace that test and then come back later, you should get that dritini. I think.
Of course, I had to go and answer violence on one of the questions for kicks and giggles.

Note if he doesn't give you anything then you left dragon's den WITHOUT talking to clair at the end. If so, then go to clair's gym and talk to her so you get a TM from her first. Then go back to the dragon's den to get your dratini.
