Yo, I posted this on smogon but I haven't gotten any replies, can people who are familiar with balancing out Fakemons help me out here?
I'm working on a fangame for people who are visually impaired and one of the characters I added is the game's mascot, a special farfetch'd with 1) usable stats and 2) freaking sunglasses and a cane (yes, fans of the game find it hilarious and love it). A lot of the people interested in the game like the guy and are interested in using him competitively. So I was wondering about the balanced nature of the character, suggestions for making him more competitively effective but still evened out, since later a competitive component online will be added. Here's a couple of requirements that need to be laid out before we go too much further:
-The game uses stat calculations from Gen V for most things. This includes things like STAB, IVs, EVs, natures, ect.
-The movepool available is identical to the G/S/C movepool, bar one added move, which is this character's signature move.
-Currently every Pokemon up to G/S/C is programmed into the game, and no more will be added until a first "final" version is released.
-This game implements the Special/Physical split and is identical to future games in allocation.
I can't think of anything on the top of my head that's anything different, but I'll add them later.
I'm sort of aiming for Low OU at absolute highest sort of deal with him. Metagame practices and standards haven't really been worked out yet, so actually tiering him will be difficult, but bear with me here.

Audio Description: "A brown duck with a yellow check mark on its head. It has sunglases and a cane. It carries the cane with its broad wings. Its probably blind, but its still pretty fearsome nonetheless."

-Blind Farfetch'd doesn't have any breeding moves. Attempting to breed him results in a regular farfetch'd.
-Blind Farfetch'd is always male.
EDIT: He has a custom item "white cane" that doubles his attack like Bone Club.
