Just catch two Raticate of opposite gender and breed them.

and what about endavour or however you spell it and besides i have an extra Latios
been trading lv 1 totadiles with Blizzard, Dig, and Hydro Pump on GTS and yes i checked it is Legit

Rattata learns it at level 34. If you get a male at that level and breed it (with a female rattata), you'll be able to get one, you know.

Tell me exactly what it is you want the rattata to know other than Endeavor and Quick Attack. I can probably have it in a few minutes.
