The main idea is fairly obvious, to dish out Feraligatr Prime and Lanturn Prime and Energys as quickly as possible using Stantler, Cleffa, and all my Trainers. Use Rain Dance to stack energy onto other 'Gatrs, 'Turns (via Underwater Dive) and the active Lanturn to deal massive damage using Powerful Spark. Fisherman any energies from dead Lanturn and continue to Rain Dance + Powerful Spark the enemy to death. Set up can take 2-forever amount of turns depending on my hand. Considering the removal of a Cleffa for Smeargle (UD) but I don't really see it making much of a difference other than being less Catcher fodder.

Any ideas on if and how it could improve? I have nothing from CoL, Tr and the Black and White sets.

I'd say definitely bulk up your Collectors, get some junk arms in there, and if there are any cards from the BW era I would recommend you get, it's 2-3 Pokemon Catchers and a couple Kyurem. Other than that, it's a fairly standard Gatr build.
