My brother just made his first Unlimited deck and wanted me to post it for it to be rated.

I dont really think this is a bad deck... maybe add a machoke?

I think the 2 buffers are quite OK

I don't get his strat. He should add a Rypherior since Rhydon is there. + buffer piece would've made the deck more intim.

Yea I guess...Maybe he's looking for a rhyperior..
But 2-1-1 is not that great...

One more thing, you need a Hipopotas before a Hippowdon right?

In answer to the questions I found scattered into that convesation:
The Buffer Pieces provide defence to his all-out attacking Hippowdon.
I think Rhyperior would be a poor choice for the deck. So does he.
Yes, you do need Hippopotas before Hippowdon. "2-1 Hipowdon (Diamond and Pearl)" means 2 DP Hippopotas and 1 DP Hippowdon.
