Flying pikachu seems a bit off... If it has balloons then it wouldn't need to use fly and to drop down from fly it would have to let go of the balloons to drop with enough force to hit anything. Flying implies you can control flight, holding onto balloons is just floating. But pokemon doesn't take that into consideration because apparently all pokemon don't need to eat to survive or go to the bathroom, and they don't die but somehow they can get killed or die naturally because there's a cemetery in every game. Charizard should die if knocked out by a water attack, and a lot of attacks would be incredibly fatal if they hit anyways. I think you would do a little more than faint if you got hit with a bolt of lightning while in the water. But enough of that. The idea sounds kind of awesome.
