Can you mix cards from say, Base Set and Platinum? Are there any guidelines for that?

You can, but the deck would be unlimited. As far as I know, however, tournaments won't allow unlimited decks.

If you're just making one to play with friends, it's perfectly fine. All my decks are unlimited.

I think somebody should post up the DO's and DONT's for creating a deck.
I'm looking at creating my first one soon and I have no idea where to start or HOW to start. I posted a thread about it ages ago when I signed up to this site but I didn't really understand how to go about it.

    Anyone?

It's been a while since I've had a look at a guide, but here are some key points I recall.

60 cards make a deck. No more, no less.
A deck should not run more than 2 types, with an exception to Colorless.
No more than 4 cards of the same name (except basic energy) are allowed in a deck.
15 is an ideal amount of Basic Pokemon.
15-20 is an ideal amount of Trainer/Supporter/Stadium cards.
Avoid making more than 4 evolution chains.
If you have an evolution card in your deck, you must have the previous stage in order to use it (Alakazam has a special exception if you use Abra from Majestic Dawn).
You shouldn't have more energy cards than you have of Pokemon.

That's really all I can recall, though. I'm sure you could find better guides on Google.

If you want to play competitively within the official Pokemon League, you cannot use ANY cards from sets that are older than Diamond & Pearl. That certainly means no Base set. I don't know what the guidelines are here about making articles, but a lot of people are asking questions like this so I'll consider writing one on the basics of the TCG.

i think the judges are starting to judge hard on the cards you use in tournements....wierd

It's because the rules for which cards you can use are changing this season, and the official rules are becoming more restrictive. For example, no cards in languages other than English, plus they are rotating out two sets next season instead of the usual one, because they didn't rotate any out this most recent season.
