    Hello people I'm Pink Typholsion, and don't be fooled by my username. I like Ice-Type Pokemon just as much as the members here! So make youself at home and grab an Ice Cream cone, imported from Castelia City of course, just don't grab the one that has a smile on it's faces... that's a Pokemon :D

    P.S for the topic i think empoleon should be water/steel/ice really!
    Cause Empoleon is arms look verry steelish but its body looks like and icetype.....

    I bet your going to be very active in this group so yes you may be the Co-Owner.

    TOPIC ANSWER:

    I think they should come up with a different starter than piplup in the first place, and yes Empoleon should be Steel/Ice :D

    I think that piplup would make a great starter its just the types they didnt think of the best way,
    I think if Primplup was Water/Ice it would make better sence so that it fits in for empoleon to be steel/ice.

    I think it was a Smoochum in Gold iirc. Either Smoochum or Delibird from that Ice Cave near Pryces gym.
