His lack of a right arm aside, the first thing people tend to notice about Elias is his Ishvalan hair. Long and white, it frames his face and falls messily down his back. His eyes, golden in colour, are always taking in his surroundings and seemingly piercing the darkness. He's had his fair share of unruly encounters over the course of his time as a State Alchemist, and as a result he's almost constantly wary, even when it appears that he isn't. His body is muscular while not being overly so, so that he can move with a greater agility, and his skin is toned a little darker than most, almost halfway between the regular colouring and Ishvalan colouring.
In terms of clothing, he definitely doesn't dress like your regular State Alchemist. Due to the types of missions the Fuhrer sends him on, his garb is a lot darker in colour, and designed for sneaking around in the shadows. Starting from his legs and up, he sports a pair of tight, dark pants that are located underneath a pair of lighter, greyer pair of shorts. These shorts meet with a near-black shirt that he wears as an undershirt, and sticks out underneath a vest that is the same colour of his shorts. His chest is partially exposed as the outfit has a sort of v-neck, and overtop is a grey jacket with a darker grey collar that is popped upwards, a purple scarf hanging around the collar. A rusty red cloak covers most of his body, and a golden necklace hangs from his neck. His left wrist is bound in black fabric that also fastens his blade to his hand.
Personality:
A man with little regard for his actual job, Elias spends little time on his assignments, and instead has to be coaxed into doing his work. He at one point had an ongoing hatred for the State, but it was calmed over time with the help of a number of supportive friends. He now tolerates his work - mostly wild goose chases the State sends him on. The Philosopher's Stone, artifacts, he's treated as more of a treasure hunter than anything, despite his combat prowess. He isn't afraid to exploit his State Alchemist authority, and often ends up in trouble as a result. However, he has yet to have his rank of Major stripped from him, so it appears he's being given some room to move about for some reason. Due to his various... skills involving thievery and alchemy that had him hunting various artifacts for the State, he was contacted regarding finding Panacea, and wasn't given a choice in participating.
With his time as a State Alchemist being the product of a quest for revenge, Elias conducts a lot of shady deals in the background to find the important information he is looking for, and as a result he tends to not share his past with just any person who asks. Because he's looking for someone amidst the military, however, doesn't mean he is against being nice to his fellow officers. He fully understands that everyone has their own reasons for becoming dogs of the military and makes a point to help others when he can. He isn't a bad person, although his responses may come off as edgy and uncaring from time to time. He gets unnecessarily angry when people inquire into his past, for example.
A loyal friend, once you earn the youth's trust, it's hard to lose it. He has an especially soft spot for females, but it's likely a result of his age more than anything. He can be a gentleman if he wants to be, though.

He was born with traits of both ethnic groups as a result, which lead to a number of social problems that only intensified with the beginning of the Ishvalan war. As Elias' father was a man of Amestris' military, he faced the loss of his career in the scenario where he remained with his wife and son, and as a result went along with a military order to have them sent back to the Ishvalan homeland shortly after the war began in exchange for their protection. The boy's mother saw this as a betrayal regardless of being aware that it was for their own safety.
The two were indeed kept safe, by a State Alchemist named Kurtz Rosen who guarded them at one of the few safe havens set out in the Holy Land for Ishvalans that the State would still have some use for after the war. From Kurtz, Elias learned the basics of alchemy, as well as combat since there was little to do in the large, fort-like structure in the middle of the desert. Eventually the war took a turn for the worst, and even those Ishvalens being protected began to attack the alchemists protecting them as a horrible truth began to surface. Ishvalens were being kidnapped and taken to labs in the facilities, where they were being used as lab animals in various cases of human transmutation.
Elias refused to believe the rumors, the bond he had forged with Kurtz confusing his judgement. Even when his mother was taken away, kicking and screaming, he still thought the State Alchemists were all good people. That was until several days later. Kurtz approached the boy, apparently feeling guilty about something. He took him to a room deep underground, and lead him in. The room held a strange odor... decay? He was suddenly grabbed by a number of people and bound to a table regardless of his struggling. They held a syringe before him, filled with a ruby liquid. He wasn't sure why, but he sensed something evil in that fluid. Looking around for a manner of escape, his golden eyes eventually fell upon an unlit corner of the room. A disfigured hand hung out of the darkness - a hand large and animalistic in appearance, but... it wore the wedding ring Elias' father had given his mother.
What happened from that moment on remained a mystery to Elias for a number of years. His memory stopped there, and he awoke with an Ishvalen caravan that had apparently taken him in, his right arm having somehow been severed. He learned a few years later that Kurtz had made an attempt to save the boy, and had managed to eject him from the fort before losing his life, although Elias had lost his arm in the process. When he recovered and set out for Central, he learned the fate of his father as well: killed by Ishvalans. Two parents of two different ethnic groups, killed by two different ethnic groups. Elias carried hate for both of his people through most of his youth.
When the war ended, Elias was accepted into the State Alchemists with the title of "The Ravaged Alchemist", a clever shot at his lack of an arm. He refused to accept automail on the grounds that he hates Amestrian technology for what it had done to his mother. His reasons for becoming a dog of the military were selfish enough. He was looking for the one ultimately responsible for the Ishvalan War, and the deaths of his parents. By infiltrating the military, he figured he could learn the truth. Over time, due to meetings with other alchemists and people, his hate for both peoples became quelled substantially, but he did not abandon his quest for revenge. From being in the military, he realized that all involved had no choice but to follow orders. The question was simple: who gave the orders during the war? The Fuhrer was the simplest answer, but the boy, now a young man, had no proof of this.
Weapons: Elias' weapons system is complicated, if only for his lack of two arms. If he reaches his hand into his shirt, he can draw out a number of small metal plates that are attached to a chain, and this metal is utilized in his alchemy to create on the fly weapons and tools. He can store up to five at a time, and his clothes allow for them to be stored without ultimately being in his way. He also carries a clip of smoke bombs for easy escape, although he has been known to transmute them as well.
Alchemy: With only one arm, it is rather difficult for Elias to perform much alchemy, let alone on the run or during battle. The solution to his problem was simple, but required a great deal of sacrifice, as he had two transmutation circles carved into one hand. One spans the distance of his fingers when connected, while the other is on his palm, hidden by black cloth. He utilizes metal plates stored in his clothes to create weapons by attaching the chain to his wrist and swinging them into the transmutation circle on his finger, transforming them into blades and shields depending on their size. If he uses the larger circle on his palm, he can transmute larger objects, but he's required to draw a circle in the case he needs to do anything substantial.
