I think the explanation is far simplier actually - those tunes are just there for sound test purposes. The reason for that explanation? The fact that most of the main Pokemon games have a few tracks from the previous generation/set of games in its memory redone with said game's music style. For instance FR/LG had redone versions of RS tunes (trainer and Gym Leader battle themes for instance), HGSS had an RS and DPPt route theme (only HGSS actually also made use of those via the Radio) and B/W had a redone HGSS Champion theme iirc too. It's standard fare by Game Freak really.

Proof that GSC was to be in RSE would have been found already via something more significant anyway such as region data, etc - I don't think they ever planned for Johto to be in the Hoenn games.

It was gonna be put in but scrapped because it was too close to release date or didn't have enough space.

That would have been so awesome, not gonna lie. Would've loved it!

Wow they all sound amazing - especially the Route 38/39 one, seriously I just got hit by a huge wave of nostalgia lol :D I'm in such a mood to break out Silver now lol :) In all seriousness, if they'd put even one of those in, it would've been hands down awesome :D

There is nothing at all special about those tracks. They're the exact same four-channel tracks as were used in Pokémon Gold and Silver, just played through the GBA sound format (Which is why they sound really bad).

Old music is the easiest thing to put into the game and test if they have the original compositions, so it's extremely likely that they were simply added early on in development in order to test the music code and never removed from the final build of the game.
It doesn't imply that there was any content from the previous games going to be included in RS. If that was the case the music would have been properly remade to take advantage of the GBA's music output instead of quickly using a Gameboy song.

For further examples, see that copies of Diamond and Pearl include a very slightly tweaked rendition of the title screen music from Ruby and Sapphire in the game data, helpfully named SEQ_TEST_TITLE which tells us that yes, these tracks are inserted as a means of quickly testing the music code without relying on the composers and sound programmers who may not yet have a piece of music ready to use.

Eeeh.. older pokemon games had a history of having old tunes remastered with the newer instruments. I don't think this is much of an indicator.

In all retrospect ... (troll me if you must) I believe ruby and sapphire were going to be remakes. I think they planned to remaker R/G before hand then G/S but it got scrapped because someone had the idea for a 3rd region.
But there's so much stuff like this music. And there's a female team rocket sprite overworld in there as well. Also Pryce and Jasmine can be seen In the contest background.
And there is far to many mentions of johto to not say it wasn't gonna be a remake.
    ...
    But yeah that's my opinion.

i read that somewhere, i heard rumers, as stated above, that Ruby and Sapphire were supposed to be a sequel to G/S/C, which would be really cool. also did anybody notice that small piece of land by the team aqua hideout? it didnt connect to anything in A-Map, i always thought that was some land that lead to the Johto or Kanto region.
