I think part of the problem here is that famous release of a starter kit that made everyone think they could do it, when in fact they can't. A lot of people are presented the tools to start making it, yet nobody seems to have the tools to finish it. Most people also fail to consider the need to plan a decent game just launch straight into it.
Another problem is the lack of go-forward from several of the larger, more popular projects that have been setting the benchmark of quality in this scene. The better games seem to be disappearing.
Non-Pokémon games do seem to struggle here, likely because it's crowded with Pokémon fans trying to make an uber-Pokémon game.
