Gardevoir Next Destinies rules clarification

I did have a quick look to see if I could find this question else where, but couldn't see it, so i appologise if it's already been asked and answered.

But i'm just hoping to clarify the rules for the Ability on the ND Gardevoir card 'Psychic Mirage'

'Each basic Psychic Energy attached to you psychic pokemon provides two Psychic Energy. You can't apply more than 1 Psychic Mirage ability at a time'

Now, I interpret that to mean, if Gardevoir is in active, then for every psychic energy attached to an active psy pokemon, it is doubled.
I.e. abra has 2 psychic energy, with 'Psychic Mirage' this now becomes 4..?

If i'm right about the first bit, then the second half makes sense as it stops you farming Gardevoir and having masses of energy on your psychic pokemon.

Or have i got this completely wrong?

To clarify, Gardevoir DOES NOT have to be active for the ability to apply. Other than that, you got it.

Abilities and such now specify if a Pokemon has to be Active for it to work.
