They're there, they're just on vaction. :P How's that for creativity? XD Anyway, I wonder why Gary's sister isn't in the anime anyway.

Well, in the games, his sister is named Daisy, and you can see her at his house. In the manga, her name is May, and she's the girl that Ash has a crush on.
I really wish that they would tell more about his history... He is my favorite male character in Pokemon. I really don't understand why they don't. That's the only thing about the Anime. They never bother going into deep detail about the characters. We don't even know May, Misty, Brock, or Max's real last names.
I say that he does have parents, and most likely a sister named Daisy, since she was in the official games; We just never get to see them. They're always at home or something.
