    How to change the critical hit multiplier in Emerald from 2.0 to 1.5, like in Generation VI?

    I know how to work with hex editors, I only need the offset(s).

    Is it changeable just via offsets?

    I'm not sure if you have to do both though. I only tested doing both, not by oneself or the other. :D

    Well, in the first link, you can simply use a Hex Editor, I strongly recommend HxD. You do know how to use a Hex Editor, no?

    On the other hand, the second link is a routine. So to insert, I again recommend that you read this tutorial by FBI.
