Actually, they might join, but no skilled battler is going to post their teams at all.
 
I don't think someone should ban legendary Pokemon as long as they aren't uber. Normal Pokemon are just as good as a non-uber legendary.

Posting to say that revealing one's team before a tournament is totally stupid. It basically lets trainers change their teams to specifically counter another team.

That's not what battling is about. You should enter a battle with no expectations on what another person is using. That way, it really tests how good your team is and how sharp your battling skills are.

No, non-uber legendaries are pretty easy to handle. In fact, since this is Wi-Fi and not Shoddy, legendaries tend to be worse than normal Pokemon since they'll most likely have bad IVs and/or Natures.

It's a lot easier to save in front of legendaries and reset if you get a bad nature than running around grass or caves.

Electrivire is SO over used, it's pretty safe to assume that they have it. I saw this one guy on youtube with a Raichu that pwned in part because it assumed that the opponent would switch in Electivire when Raichu came out, an assumption that was very often correct. ( I love seeing UUs making OUs go splat :) )

Back on topic having to post your team is a stupid rule.

That's why people breed for anything they can breed for,the results of breeding are usually way better then any legend!(except for a lucky few ofcourse)

And it's much easier to breed for triple flawless IVs than resetting for them. Not only that, but the only legends that you can Synchronize for the right nature are the ones in D/P since apparently Synchronize doesn't work in battles that have been activated by an event. So in the end, it's much less trouble breeding for good IVs than resetting for them. A good nature means nothing if the IVs are bad and it works the other way around. With breeding you can affect the odds of getting good IVs and nature, but by resetting you can't.

So yeah, there's absolutely no point in clausing normal legendaries.
