Getting started with rom hacking

Hey guys, I posted this on reddit but I was told I would get better feedback here. I'm not entirely sure if this is the correct place though.

I've been wanting to make a ROM hack for quite some time now and I have some ideas already drawn out. I experimented before, but never done much, only a few basic NPC scripts and basic map editing in FireRed. Now I am comfortable programming in C and I've seen some talk about C romhacking, something that certainly wasn't around back when I first started experimenting. Where should I start, XSE or some other new method?

There are two methods: (1) binary hacking, which is what we've been doing since the beginning of time, or (2) the decompilations, which are relatively new.
