Actually, he uses paint. Dont doubt mspaint! It can do incredible stuff once you believe in it.
The only non-paint thing he does is the background and making the lines smoother via shrinking the picture.

yeparooni, you know me well, yes all drawings, the lineart as well as the coloring is done in MS PAint, the key to making em look good is to shrink em which improves the line quality so it doesnt look all jagged, and you dont need a high-quality program like Photoshop i usually use Ultimate Paint for the resizing, which is a great small program
