    I found a site that's a motherlode of free tracks/ themes!
Sadly it's licensed under CC by 4.0
I've researched on what should be done: GIVING PROPER ATTRIBUTIONS

Have you guys experienced this? How do you apply this in making Pokemon fangames?
What should be done? Is putting it on a ".txt." file okay? If not, then could you show me the proper way?

Well, CC by 4.0 is far game for fangames, even commercial works (stuff you sell), but it requires giving credits. You didn't link the site you were referring to, but there is probably is section that explaims how they want to be credited.

The credits would be in the thread itself, though you should also put it in the in game credits and even a credits.txt file that you distribute with the game.

EDIT: I forgot to link the creative commons website. https://creativecommons.org/licenses/by/4.0/
