It's a decent start, but it could be better. All depends on who you expect to be playing with it. Will you be playing in tournaments? At a league? Just among friends?

I can tell you right away that 24 energy is kind of on the high side for a modern deck.

Also, what is the object of your deck? I don't really see a whole lot of cohesion between the Pokemon used.

I mostly play with my friends. I have a high energy count because I can play my interviewer's question to get lots of energy relativity fast along with Sableye/VS seeker/Malamar which would recycle the interviewer's question.

I was thinking I could replace Toxicroak EX and Mew EX with more Chandelure EX's to get good damage output. Problem is I don't have 2 Chandelures atm.

The objective of the deck is to have 1. Malamar in front stalling w/ Entangling Control, making sure the opponent cant kill it. 2. Use Great/Ultra ball to find Hoopa. 3. Use Hoopa's Scoundrel Ring to find the rest of the EX's.
4.Allocate a large amount of energy to Hoopa/Toxicroak/Chandelure/Mew, while Malamar is stalling. 5. Use Switch (or if Malamar dies) so Hoopa/Toxicroak/Chandelure/Mew can make a massive hit. 6. If you running low on energy, send Malamar or preferably Sableye, to get as many energys/pokemon/trainer cards as possible.

I hope that cleared some stuff up :D

I think for fun it's absolutely fine. However competitively this would struggle.

90 HP is a very easy target to knock out. What happens if they don't have a Pokemon on the bench to switch to? Also being confused for Machamp decks power them up more.

Interviewers question is okay, but you can only apply one energy a turn with your deck. That means you would have loads of energy in your hand stalling. What if they N'd you, or Judged, or Red Card? You putting one between turns is severely going to stall you, most likely your Pokemon will be knocked out in two turns.

I would say ability lock and item lock would also be your down fall. You rely on Hoopa EX to set up (btw no one in competitive play uses Hoopa to attack-ever), Gabrador would stop your ability, so would Hex Maniac. Item lock with Seismtoad would ruin your chances at drawing any energy at all.

You also need supporters here. Decks are usually made up of staples-this is generally what is in every deck in comp play.

    3/4 Ultra Balls
    4 Sycamore/Professor Juniper
    3/4 VS Seekers
    Depending on deck-
    2/3 Muscle Bands
    2/3 Assault Vests
    2/3 N
    etc

This was a particularly good Malamar deck. You might be surprised by the amount of Pokemon/Items. Usually 30+ Trainers are the norm (and even considered on the low side) https://thetopcut.net/2014/05/18/pokemon-tcg-online-malamarsableye-deck/

I think you've made a great start though- you're clearly thinking of the technique behind it, and that really helps when playing :)
