A real Celebi moveset?
If you want a p-annoyer try this...
Celebi@ B Powder
Toxic
Leech Seed
Psychic
Razor Leaf if possible (Bullet Seed if not)
If you are willing to get an impossible moveset, you want a sweeper not an annoyer.
Then pick Spec moves over Phy ones... SA much higher than ATK...
If you want a p-annoyer try this...
Celebi@ B Powder
Toxic
Leech Seed
Psychic

vice versa makes more sense as other people were using 'standard' sets before then
as there was a boah
tar: T-bolt, Ice Beam, Sub, Focus Punch
with 404 HP before but, crunch and a lot of special attacks are standard now due to smogon
but, the idea of a mixed sub punching tyranitar wasn't novel
