4th Gen Gym Leader's rematches

I currently have all of the gym leader's phone numbers EXCEPT BLUE!
I have read serebii on how to get it but it doesn't work, I spoke to her with my max happines blissey up front she yabbers on about Blue always being away from the gym and it just doesn't work.....

Am I doing something wrong?

...it's not just showing something with max happiness, pretty sure. You have to get her to massage your Pokemon 5 times - i.e. visit her 5 times between 3pm and 4pm which is when that occurs, going by this: https://www.serebii.net/heartgoldsoulsilver/gym-rematch.shtml - then you show her the max-happiness Pokemon. (And if you did that... then something is off or you miscounted or something...)
