So , i want to make a hack using the FireRed ROM and i had a bunch of ideas for it
but as a newbie in this area (and by newbie i mean ZERO experience) i would like to
know what are the limitations of hacking a ROM for example:would it be possible to add
new options to the sailor in Vermillion City , like creating a new destination for it
and if is possible to create more TownMap sections or adding new game mechanics
    and this sort of stuff....

[tl;dr] i would like to know the limitations of hacking a ROM

I'd say that there's huge amount of possibilities that can be done through hacking. There's a few limits here and there but they can always be either extended or just repointed somewhere else and be made even larger. Most things are already possible and if you have the patience to teach yourself how to use ASM (Assembly), I would say your possibilities are near endless. (Until the hardware or space gives up.)

Oh, and everything you mentioned can easily be done with minimal effort.

I'm guessing that you already have an idea for a hack, and you want to know if you can make it. My advice would be instead to do a lot of research to learn all the basics and make a different hack first. Let your first idea sit on the backburner for a while, and when you finish your debut hack, you'll have the experience and knowledge to really refine and polish that original idea to make a pretty epic hack. Best of luck!
