What you wanna do is go down to the corner of Main Street and Trade Street. There you'll see a guy in an Iron Maiden shirt with a black stain on his knee. That's Doug. He's gonna give you a key. Go down to the storage containers and open number 55. There's a guy in there who's tied to a chair. Grab the leash in the corner, attach it to his collar, and cut him free. He'll lead you to it.
