Having Problems with Bridge

Hi guys, i have experiencing this problem lately xD can someone help me?
i have set the bridge tileset to 15 and priority to 5* but somehow player still can move to lower surface.

Did you look at the bridge event on route 2 of the starter pack?

just tried setting like this and it work...

also tried a full passability in a clean essential and still works...
Edit: If i try method 1 and player is save near and below the bridge, the next time he load the game, and walks he will walk on the bridge and down to the surface, not walk below the bridge like normal. if he steps on PbBridgeOff, everything back to normal.
