Get some pokemon with levitate or Flying type Jolt. Also, since your electric anyhow, I'd advice using Gyaravire, it's an obvious ploy, but it does work quite well.

You need something that can TAKE Water and Ice attacks, Raichu will STILL be royally screwed. I'm uncertain, first check your user CP, then go ask a mod.
I agree that Starmie rocks, I have an all water team and he is the star of the show. I can breed you a timid Staryu which is the ideal nature and it will have Thunderbolt, Recover, Surf, and Psychic. All you will have to do is evolve it, EV it, and get it a Life Orb and you will have a star.
XD Nice one Green. Elhero has a few in his trade thread. As far as EV spreads, the first(shiny one) is (252 SpA/ 252 Spd), the other is (252 HP/ 252 Spd). But they both have awful IVs!
You can also go with the Expert Belt if you don't like the recoil damage and Psychic in the last slot to assure Gengar bites it. Also a good move (for your team in particular) would be Grass Knot, so you don't get run into the ground by an opponent's Swampert.
BTW, I get that you don't like his Swampert, but you don't need to point this out so much, he gets the picture and it looks really bad if a gym leader is ridiculing another so much.
