Yes, Rampardos is bad. If you can manage to safely Ninjask pass to Rampardos, then it would be fantastic, but it's slow as dirt, and it's defenses and HP are terrible too. There are some good pokemon in UU/NU, since the big tier reshuffling.

If you scarf it... of course then you're stuck to one move, but it gives you enough speed to outspeed a Motor Drive boosted Electivire...I should know, I've done it before. But I agree, it can't take too many hits, it can easily by 2HKO'd.

All you have to do is challenge one of us gym leaders to start. If you want to try out for the Elite 4, I think you need to contact Frozen Darkness.

Well not as a gymleader, there are a couple spots open for E4 I believe. Other than that you can just challenge any gym leader you want.
