The tension around here seems to be rising with a lack of challengers. And even though his being here without challenging seems pointless Chronic, Altaria is right that even if Pokeman doesn't EV train it doesn't mean anything. In fact I know for a fact some of the best challengers we've had don't EV train (no names) and I have suspicions about some leaders also. So it's no big deal, EV's are only half the battle, and even if they are assigned, they still go somewhere.
And crimson, I don't think any of the leaders are gone, there are just no challengers for them to come on for. But I think we all agreed before anyway that any challengers far ahead shouldn't try out for leader spots so that we would be closer to getting a champion, and that if a leader left we would drop the gym.
